Should I File A Nod Right Away?

Many of you know I received SC for PAD secondary to my SC BMII, I posted the decision letter a few weeks ago. I can't reach my ALSO and the DAV is at another convention,

The VARO stated they are requesting an at once evaluation of my PAD to determine the severity of the PAD(makes no sense).

Should I just go ahead a file a NOD or wait to see if the VA contacts me for a exam?

I called the VA, the man I spoke with stated the VARO was sent a notice to schedule more testing at the VA Hospital, he stated they will contact me. Well I will wait another week and see what happens. I also asked ho about my request I made for my C-file through the DAVSO. He stated he could not find any request for my c-file.
