Since the DBQ and IMO are two different things, I am not sure I totally understand your question.

Any number of doctors can prepare an IMO for you as long as they have reviewed your medical records.

The doctor who examined you in preparation for completing the DBQ should have also reviewed your medical records and/or is completely familiar with your medical condition addressed by the DBQ prior to completing the DBQ.

I too agree, that they are Two separate processes, and yes I have had this happen to me a few times over the last two years. In most cases I have seen where the DBQ is filled out by a PA or NP, or someone who is not an Expert in any certain Medical Field, while the IMOs are usually filled out by PHD Docs that are experts in their fields. Good luck either way bud.
