Question

In the topic "Request same DRO" it was mentioned that if you have no improvement the VA is supposed to consider P&T. Is this something the veteran would file? More info. on this would be great. Thanks

It is a crapshoot. They could award it.

On the other hand, It allows them a chance to open your file and take a close look.

That would be totally up to you.

Look over your medical records. Do you think you can improve? (I have no idea). Has your service connected conditions been "stable" for the past 5 years or so? If so, then P and T is a real possibility. See what your doc says..he may have even stated you are P and T, (that there is not a good chance for improvement)...and all you have to do is ask. Maybe. Read your medical records first, then decide.

Dont rely on what you think, but what the doc says. You are not "competent" (medically speaking) to diagnose your own illnesses (unless you are a physician or other medical professional) anyway. The VA wont accept any diagnoses made except that by a medical professional.
