Asthma isn't listed as one of the diseases named in 38 CFR, Subsection 3.309(a) considered as "chronic" under the presumptive rule (a disease that manifests itself to a degree of 10 percent or more within one year of the date of separation from service).

That having been said, if the veteran was treated for any asthma-related or asthma-like symptoms while he was active duty, is there proof of this in his service medical records? If so, he should still file, even if outside of the presumptive rule.

Read 38 CFR 3.303 thru 3.310, for more info.
