Many of the levels are lower than those required by other government agencies for positions of comparable complexability, and lower than "hire" levels for many of the somewhat similar positions in DOD. No wonder things are so screwed up! It looks like "file clerk" related positions are the comparable positions between the two at the working levels. There also is a disparity within DOD, so the VA isn't completely alone. Decades ago, one of my wife's relatives was a DOD "rater". His job involved reviewing positions and GS and GM levels actually paid. The variation was enormous! A few were overpaid, a few underpaid, and the majority somewhere in the lower middle, based upon salary alone. It got more complex when allowances, and nontaxable fringe benefits were added, particuliarly when an overseas position was looked at.
