New rater at louisville RO

There appears to be a new rater handling my claim at the Louisville RO. They are now questioning the last C&P Dr. and going as far as changing his answers to the DBQ . C&P Dr. " Was the veterans VA claim file reviewed? " ans. Yes.  In the question to the Dr. to resolve a medical opinion conflict, I found accidentally on MHV  This question from RO to C&P Dr. under evidence review " was the veterans VA claim file reviewed?" The answer was pre filled out by the RO as NO! Its as if the RO was trying to intimidate the C&P Dr.  

The new rater is apparently going to challenge past SC  0% ratings that I filled an increase for.

There is no accidental secret there bud, as I have had over 30 C&Ps in the last 2 years, and have seen the RO question the Exam Docs many of times. As far as VA looking at your 0%s, so what,  I submitted my last FDC in Nov 14, while I was at 100% already, claim sat at Prep for Decision for over 2 months then VA decided to order a ton of C&Ps, and Review all of my high %s in Feb 2015 there were not up for Review until Feb 2016. Those Reviews were brutal especially the PTSD that was over 2 hours, but guess what not only did it back fire in the VA's face and continue the %s, but my migraines went up from 30 to 50%. I always say Evidence is Evidence is Evidence, and as long as you are seeking treatment for you SC issues, you have nothing to worry about. Good luck and keep us posted

Yep, I don't think it's an accident either.  I actually caught them in a handwritten note on the bottom of my DBQ regarding residuals.  The handwritten note was verbatim to the rater's denial, and the note was not from the examining doctor.  Amazing that the VA raters can be allowed to falsify or compel someone else to falsify government records.

Wingnut it was not by accident. Louisville is quickly becoming one of the worst Regional Offices in the US.  The C and P process is not really favored on a DBQ format. The C and P worksheet is a loaded gun in favor of the RO as they are allowed to ask leading questions to the examiner in order to enhance their point of view on the doctor or NP examining you.  The issue is really simple. Evidence wins claims and if you feel the least bet threatened by this process, Get a DBQ, call your local SSA attorney and ask them which MD they use for disability IME's. They usually will point you toward one. ( These Docs are usually occupational specialist so their opinions really count).

The bottom line when dealing with Louisville is the plain fact that you have to be firm. Nice but firm.  

Educate yourself on this claims process and you will be a better advocate for your claim and future claims while helping others who are in the process.

if you have the original copy & the copy they changed  if I was you I'd take them to the RO in person and ask what is going on with my claim

like jbasser mention be firm but polite, or write Bob McDonald

Update

I have contacted the under secretary of the VA and explained just what I thought was going on. Her office then contacted the Louisville RO who called me twice . The supervisor admitted that The C&P office had not sent the documented evidence that I gave them, nor the photos that they took with a VA camera. The Secretarys office then contacted the C&P office and asked for the documents that have now been sent to the RO.

The supervisor at LOU RO said he would extend the 5103 30 day deadline and follow up with an Email to verify. I still have not received the email. (BTW, I also have a VA.GOV email address)

I have since received 2 IMO's from 2 different specialists and sent them certified priority mail along with the 5103 notice
