Quite possibly, they veiled their wrong doing in such a way, that the Prosecutors believed it was an UN-win-able prosecution and thus a further waste of Federal $$.You would think, a Civil Tort Claim could be brought, where only a Preponderance of Evidence is necessary to win the Financial Judgment.These VA Execs sound corrupt, not dumb. These VA execs who succeeded in stealing money belonging to Veterans did so with skill and experience in corruption. They also did it with a network of other corrupt VA execs and coworkers, that they are able to intimidate. They are like Joe Montana, and know exactly how to avoid the goons coming after them. It isnt their first rodeo. A weak, corrupt, VAOIG, and weak Attorney General makes their job easy.
