If the monetary amount was a lot smaller, I doubt that the whole thing would have seen the light of day.

Even worse, similar events have occurred in other government agencies, usually as a means to increase a favorites compensation,

or, occasionally, to get rid of a "troublesome" individual. (Promote to the level of incompetence, then fire for "poor performance".

Things were much worse under the old "patronage system", although it never went completely away.

I think a lot of top notch executive's are skimming off the top and eventually get caught.

The worse part of it all is that everyone in the system saw how they did it, and how they got away with it.  The message this sends is disgraceful.
