I'm Worried About My FDC - NO C&P Exam Offered

so my claim was submitted on 12/12/2016.

I submitted for bipolar/depression (reopen) and tinnitus (new). I sent it in as an FDC with all my evidence.

I checked ebenefits on 12/21/2016 and the status is already showing preparation for decision.

Is this normal? I haven't even gone to a c&p exam, I haven't recieved any correspondences or anything.

For the bipolar depression it is a reopen because when i first filed in 2011, I missed my appointment.

After I missed my appointment, the VA sent me papers (back in 2011) saying that they see that i was treated for depression during active duty. but since i failed to show up to the appointment, it was denied.

So now i've sent a ton of new evidence that supports my claim and they've reopened the case. But does the speed with which this is progressing means that i am being denied?

As noted below, ebennies is showing that the va rep has already made a decision, in less than two weeks. With no exams or anything... What does this mean... Is this normal? have i been denied? Is there a phone number i can call?? im freaking out.

STATUS: Preparation For Decision

The Veterans Service Representative has recommended a decision, and is preparing required documents detailing that decision. If more evidence is required, the claim will be sent back in the process for more information or evidence

Have you ever had a VA Forensic PTSD C & P Exam? MH Records, Private Pscyc or Psychologist PhD or VMC MH Dr, are insufficient to make a  current PTSD Decision & Rating.

Look forward to the New Year, spend your free time researching successful Appeals and strategies.

Being prepared for a negative outcome, should take some of the edge off a possible, if not likely Denial. You may end up just needing the Forensic PTSD C & P, but the Decision will still be a few months after the Exam. If it's done at your VMC. get a copy of the DBQ from the med Record Dept ASAP, usually 3 or 4 days. That would answer a lot of questions.

What is the basis for saying that? Evidence is evidence and a rater has to work with and treat all of it equally. You could use the lack of a C and P in the case of a denial in an appeal but there is nothing that I have ever heard of or have been able to find that says a C and P is required for a PTSD rating, much less any other one. OP never said he was filing for PTSD.

When you saw your pending claims at the bottom of the disablilities page, were both PTSD and Tinitis listed seperately?  I did get a pending claim decision and when it came, one was decided and the other referred.  But they both stayed on the bottom of the disabilites page.

Anyway, sounds kind of quick to me also,

Broken

VA changed the whole PTSD SC Deal a few years ago, about the same time the DSM V replaced the DSM IV. PTSD is the only MH condition that requires a VA Forensic C & P Exam by a VA or QTC Forensic Psychiatrist or Psychologist PhD.

VA Policy regarding Clinicians completing Vet Requested DBQ's, specifically precludes VMC PTSD Treating Clinicians from completing the requested PTSD DBQ. The whole Patient/Dr relationship, trust thing comes into play. How do you think the Vet would react to his long time Psychiatrist indicating on a DBQ, that the Vet was over-reporting symptoms (Malingering)? That would be the end of that relationship, think!

Regardless of a non VA PTSD Clinician's supporting DBQ's, the VA PTSD Forensic Examiner's DX rules the day, rating wise.

As to Chomp not having a PTSD claim, many Vets with MH issues are not aware they have PTSD. It may be determined by the Rater, that a PTSD SC is appropriate, that would require a VA Forensic PTSD C & P.

Its hard to say w/o knowing more specifics.  But generally if you file and it goes right to the prep for decision w/o an exam thats not a good thing usually.  Why were you denied the first time around for the Psych?  Did you get an exam the first time?  If so how long ago was the exam? What did you submit as evidence?  For Tinnitus are you S/C for hearing loss?  If so again when was your last compensation exam for Audio?
