Has this ever happen to anyone???  Every year I got a form to fill out stating that I am not working, well this year I didn't receive one, not sure why I didn't.

Next thing I know I get a letter from DAV in Newark, NJ stating they are going to cut my disability from 100% to 70%, losing a lot of money. Then on this past Monday, I get a decision from that they will cut my TDIU from 100% to 70%, no communication at all from them during this past year.  I did fill out the form and sent it in, got off the VA website.

This all happened rather fast, too bad they weren't faster in claims going through, took years for that and boom miss one form and they have made a decision to cut my benefits.

but when I went to the hearing specialist and showed my old hearing tests she stated that they were inaccurate machines back then. I worked at Air Station and the ringing started when I was working there, they didn't believe, started losing my hearing also then. Then when I was stationed in Hawaii we had to board ships going to the engine room, so noisy, and other things we did, all during my career I was involved with machinery etc... that caused hearing loss.  So how do I go about this claim... thanks for the help...

Always send in your 21 4140-1 rather or not they send you one or not, usually veteran send it in on there Awarded date each year.(Anniversary) 

its the Veterans responsibility to send this form in every year.

As for as them cutting your benefits  you may need to Appeal but first let them know you did send in your employment Questioner  and make copy of your post office receipt that you sent it in send this to them as your evidence you did send it. (Assuming you did get a return mail receipt when you sent the questioner in) if not you maybe in for a fight  but this type of issue can be Appealed.

I take it you are S.C. at  100% FOR TDIU ?

In this letter from the VA if it was a proposal  to reduce  they should let you know you can Appeal this  and or request a DRO Hearing/Review.

   You Request a DRO HEARING/REVIEW  within 30 days from your proposal letter date if that's what you recieved? you should get a letter from a DRO from your R.O. Letting you know the date and time to go your hearing/review which ever you choose.

Appeal to the DRO and let him know why they should not reduce you as  your evidence will show your hearing or whatever disability their cutting your benefits from 100%back to 70%  you need to show medical evidence that your hearing or disabilty has not improved.

you can tell the DRO That they sent you a proposal to reduce or what they mention in the letter about cutting your 100% back to70% ?

and you can show the DRO Your return mail receipt that you sent in the 21-4140-1 (on date ?) if this is what this reduction is all about?

other than that if they mention to you that your disability has shown improvement  then you need to prove it has not...you do that with medical exams testing an nexus letters from qualified Dr's statement .opinions  Called an IMO INDENPENDENT MEDICAL OPINION
