To "RAMP" or not to "RAMP"

As many may know, Congress has passed new legislation which essentially requires VA to cut down on appeal backlog.  This plan is known as "RAMP".  

Currently, only Veterans who ARE INVITED by VA can elect to go with RAMP.  Im not sure it will do much good to write to VA and tell them you want RAMP, tho its POSSIBLE that VA may grant this request.  

A well known law firm has published some credible, and valuable information on RAMP.  If offered a chance to "RAMP" through a VA letter, its probably a good idea to:

1.  Just do it and go for RAMP.

2.  At least read the following before declining ramp, and discuss this with your representative.

MY summary:

    UNLESS you have a compelling reason, opt "in" for RAMP.  

    CCK says you should not do RAMP if any of these would harm your claim:

However, veterans should fully consider that participating in RAMP means:

  • not being able to appeal to the Board until at least February 2019.
  • not being able to take their claim directly to the Board of Veterans Appeals.
  • never going back to the legacy appeals process.

Well horizontalmike you are not the only one who is getting bounced, just logged into ebenefits today and still in Pending Decision Approval but the estimated completion date is now 9/26 to 11/02. Yesterday it was 8/26 to 9/16. So now we wait. I guess one good thing is that they are looking at its and moving around.

ITS REAL INTERESTING TO FIND OUT THAT MOST D.R.O'S WHERE TAKEN AWAY FROM REGULAR APPEALS TO DEAL WITH RAMP... INTERESTING TO KNOW THAT INSTEAD OF HIRING THE VSO'S GOT TOGETHER AND DECIDED WITH THE UNION FOR FEDERAL EMPLOYEES THAT ALL CAN BE DONE AT SAME TIME... WELL,, MOST VETERANS WHOME HAVE GONE REGULAR APPEALS ARE NOW STUCK IN PROCESSING SINCE JANUARY OF 2018 DUE TO THIS RAMP WHICH MEANS ONCE AGAIN A CHANGE FOR THE BETTER IS NOT A CHANGE FOR THE MOST.

I will NOT opt in to RAMP until the VA provides a lane to take appeals straight to the BVA.

I have zero hope at the AOJ level at this point, based upon the pattern of the VA  to provide inadequate C&P exams and the fondness to rely upon them for evidence to deny service connection.
