Mine was November 2016  I was denied initially December 2015. I just received an invitation but now i'm all confused. The form I received was already filled out with a bar code and must be used as a cover letter.

I received the bar coded letter, as well.

VSO did not need that to file on my behalf.

Did you request the Form or was your letter written as an invitation as well? My letter wasn't barcoded but the form was at the bottom and I figured that was a scan for my cfile.

I guess I don't have to send it in as a cover it just says failure to do so may delay review of material.

I'm just curious as to why all the confusion. Maybe my letter was requested months ago and  its taken this long to be sent. Maybe that's why veterans have not been opting in. Is everyone receiving letters? I'm sure those that didn't receive an invitation would appreciate the assistance.

No, I did not request. The form w/bar code is separate from the letter.

Tatoo this on your arm if you need to remember it:

If unsure, read that again.

If you want to opt into ramp, send in the form.  Its on the VA website that you no longer need an invitation.

OR, you can ignore the quote above and beleive each and every VA employee and every VSO, no matter if they are intoxicated, or have no idea what they are doing.  (That is normal for VA).

I want to opt in to Ramp but they never sent me a form. The form is not available on the VA website. I called them twice and they told me i would eventually receive the form with my invitation and it would have a bar code on it. They told me they don't have the form available on their website and i looked and could not find it. If i can get a form i will try to opt in to Ramp but if everyone can just send in the form why don't they have it available? I'm not sure the VA wants this program to succeed.

Also if  Veteran opts to the RAMP Program and feels its only a waist of time or to slow  for what ever reason they are not satisfied with the RAMP Program they can opt out and go back in the traditional claims process.

I don't think that is correct, once in you cannot go back... at least that is how I understand the letter that I received....

I Until then they are sending out invitations once per month and they are going by NOD date oldest to newest.

My pending NOD's are about 18 months old  and I received the first  invitation 2 months ago, so that doesn't seem correct
