This is a very unusual claim.

In part:

FINDINGS OF FACT 1. The Veteran passed away on July [REDACTED], 1989 due to chronic myeloid leukemia. 2. The Veteran's chronic myeloid leukemia was caused by exposure to hazardous chemicals and/or toxins while stationed at Fort Richardson, Alaska from January 1963 to September 1963. 3. The Veteran passed away from a service-connected disability.

There might be info in the decision to help others.
