Im not sure I understand your question.  Is there a particular case you are referring to?  If you are referring to the "speed of implementation" of the (BVA or CAVC decision), they never were that fast.  

I had a 3 year wait..from 2012 to 2015..to try to get the VARO to implement a board decision.  

Finally, after fighting with them (they at first told me they implemented it, and I pointed out the BVA remand required readjutication of my tdiu issue, which had not yet been done), I finally got it implemented, which they did so grudgingly, and denied it again quickly (quickly after 3 years!).
