Different ROM - which does VA use for compensation?

I’ve searched, but can’t seem to locate my answer.  I have bad knees, and during my C&P, the doctor wrote down three sets of ROM - initial, after three, and during pain.  Which ROM does the VA use when deciding which percentage to give?

Did you get your response yet?  I think it should be the painful motion, perhaps he averages them?
