I added an additional theory of entitlement in a conversation , and or email, phone- forget with Commander Wells some years ago on this issue- 

which occured to me when I was studying pollutants at AMU- so that is a good ten years ago-and many discusses wth John Rossie and Carol Olzenaki and I also post anything new from Sue Belanger-here but many of the Blue Water Vets have probably died by now- or have lost hope-

and I  think all theories have been exhausted and shut down by the VA so far-----because they don't know how to pay for the bill if it passes Senate, and it is getting flack there.(It did pass the House)

Update due to Procopio Fed Circuit decision-

Danang Harbor is 4.5 miles wide- that hopefully puts it into the territorial seas of Vietnam , and in my Post on BWN AO Win and Haas overturned last week.

I deleted the VA "Press Release' on Blue Water Vets this AM.

When I get it from VA I will post it here.

I trust the advocate who sent it to me. But it is not even at the VA web site yet.??????
