We can not answer that for you.  Personally, I like to hire an attorney at ONE stage:  Just AFTER a BVA denial.  Here is why:

At the CAVC level, the EAJA often pays the attorney fees.  I like not paying! 

However, its true that if you hire an attorney at the BVA level, there is a good chance you wont have to go to the CAVC!!!!

I suggest you discuss it with attorney's....they may not even be interested in your case.  At least you should learn something.
