Received latest VA decision, missing evidence

Question

I have received the latest BBE( big brown envelope ) which is actually a much smaller white envelope. I am still denied for IU. In evidence they have a QTC exam from February 21, 2019. They do not have the VR&E letter dated 12/18/2018. I was told it would be put into my records and a copy was sent to DAV. Any suggestions on what to do next?

Thank you Broncovet-

the newest revision of CUE is found on page 31 of  57 of the January 18,2019 entry into the Federal Register.

It states in part- on page 31 of 57 pages that under vii, then  under j :

"Supplemental claims and Higher level  Review:

VA may revise an earlier decision denying benefits,if warranted, upon resolution of a supplemental claim under 3.160 (c) or higher level review under 3.2601."

This is what the M21-1MR revision says basically due to my letter to the former Secretary-

The word "revise" means of course that the VA can call a CUE on itself at that point.

I think this vet will make out OK.
