When NOT to open a claim.

Hi, I am 100% totally and permenatley rated and have been for over 20years.  I may have two other newer conditions related to agent orang; bladder cancer and ischemic Heart Disease. If I submit for these two conditions does the VA have the authority to reopen my T&p 100% disabilities and lower them?

If you have been rated for over twenty years for the same percentage for a condition it is considered static and cannot be reduced except by fraud.
