Puzzled and curious if anyone has had this before.

Question

I recently had a c&p exam to add my neck injury to my rating and increase my rating for my lower back. My neck is secondary to the convenient "lumbar strain" that I am rated at 20%. The denial for my back was sent out mid june and neck was deferred. My entire claim was closed on june 25th. I had to go to my vso to get the denial letter since one has not been sent out yet. There is verbiage in the letter that states the following:

"This is a memorandum rating to remove any neck condition as a deferred issue."

Below that, in the decision, there is nothing about my neck. It has my vso baffled and me also. She said she has never seen it before. Has anyone else?

That's new to me.

Is your VARO in a state where marijuana is legal? That could explain it.
