“(d) Determination Of Offshore.—Notwithstanding any other provision of law, for purposes of this section, the Secretary shall treat a location as being offshore of Vietnam if the location is not more than 12 nautical miles seaward of a line commencing on the southwestern demarcation line of the waters of Vietnam and Cambodia and intersecting the following points:

James, I am going to give you the best advise you got since you heard "dinner's ready." Have your friend file. Today. Tomorrow for sure. It is up to the VA to source it out; veterans don't have to be map readers to submit a claim. But his EED date is losing day for day. Get him to submit with all those coordinates locations listed. If you can confirm any were within 12 mikes you can always appeal if they deny anyway. Or you can add to his claim more evidence. Look up to see if his ship is already listed as being within. It also depends on dates he was on board compared to the log dates remember. But get him to submit before the end of the month! By the way, thanks for helping out our veteran brother; it's what we do.

Be sure to check the VA AO Ships list of July 2019- as it is more extensive than the past lists here.

Also I have a war map of Vietnam here in the HR 299 -AO forum.

It is all in Vietnamese -  many names of locales  were Americanized by incountry vets-so Monkey Mountain isn;'t on it , except the Vietnamese name for Monkey Mountain- 

post-868-1150901023_thumb.jpg  It can be blown up on your PC- the only island is see there is Ca Lao Hon, too far out from the 12 mile limit I believe .
