"More likely than not" will work, provided that he met the "other criteria" I posted.  That is, do you have a current diagnosis, in service event?  I dont know if you do or not.  

Further, did the doc comply with the other suggestions, such as indicating he reviewed your records, supplied a CV, was a specialist in your field, and did he give a medical rationale as to why he gave said opinion.  

I know its wonderful to summarize it into "more likely than not" and "will it work", but you need to meet all the criteria for a successful IMO, not "just" more likely than not.
