No.  If your VARO decision was 12 months and one second ago, your HLR will be denied.  

However, "if" you submitted "new and relevant evidence" relating to this denial, you can "reopen" the claim via 38 CFR 3.156.

Dont feel like the lone ranger if you are confused which form to use.  Alex and attorney Chris Attig had a discussion about it, and Im not completely certain if they ever reached a consensus!!   And these 2 are both working full time in the Veterans claim's industry.  

If you have new evidence, you certainly would not use the HLR form.  You can choose between SCL and going directly to the bva.  But, dont take my word for it, read what form you need, here:
