Yes, he or she "could be" entitled, provided that they met the criteria for special monthly compensation.  

For example, do they have "loss of use" of arms, legs, vision, hearing, etc?  Do they need "Aid and attendance"?  

However, if you mean would they be entitled to SMC "S" (statuatory), then the answer is probably not.

   If, for example, you are not missing any arms, legs, dont have loss of use of other stuff listed and you dont need Aid and Attendance you "probably would not" meet the statuatory SMC S because you dont have a "single" 100 percent rating, a prerequisite for statuatory SMC S. (TDIU will work, tho, in some circumstances).
