WDK.  (We dont know).   Are you SC for diabetes?  Your diabetes "may" be SC, and one issue is whether or not you served overseas, such as Vietnam.  I think diabetes is on the presumptive list if you are not already sc for diabetes.

But, lets say you are SC for diabetes.  A doctor would need to state that your eye problems are "at least as likely as not" due to your SC diabetes.

To find out if VA will perform the surgury, contact your local VAMC and ask them.

The VA does not compensate us "for surgery" per se, they compensate us for "symptoms" once service connected.  If you are asking if they will pay for the surgury, they might, depending upon your answers to the questions, above.

I have a friend whose niece served 30 years in the Army.

She enlisted at age 17 years old and through her many travels and military duty she was diagnosed with diabetes while on active duty.

She is service connected for Diabetes, but has yet to file for residuals related to diabetes (eyes, neuropathy in feet, kidney problems, etc).

Please visit a endocrinologist and have them document all of the residual effects if diabetes.

Afterwards file for secondary service connection from the diabetes.

NEVER GIVE UP.
