Question

In 2013 I filed for PTSD and MST in 2015 I was denied I have been seeing the VA doctors since 2009 and recently was pulled to the side by a PTSD Administration coordinator who told me why wasn't I being compensated for PTSD took me into her office and submitted a supplemental for PTSD that was in December 2019 in March 2020 the VA awarded me 70% for my PTSD however they say my back pay will be from December when the supplement was filed my question is shouldn't they be back paying me from 2013 when I applied for compensation for the PTSD?

It really depends on what was in your records and what was in VA's possession. What evidence did VA use to grant your claim in March 2020 that was not in your file in 2013.  Was the evidence old or new?

You need to appeal the decision disputing the effective date, if the decision was 365 days, or less, ago.  You can argue that the date you "first applied" was 2013, and, that you were diagnosed with PTSD at that time also.  You should win your retro.
