Effictive April 20, 2020 through 60 days after the President ends the current emergency, all correspondence received from veterans from any claimant, shall be considered as being received on the postmarked date.

This is normal practice during regular operations, but since RO's are running at lower staff in house than normal, and USPS as well, they adjusted things to account for the time difference that it MAY take for correspondence to actually reach them and get stamped/scanned.
