Question

How does the VA calculate benefits in a reversal of decision because of a CUE when the corrected decision is made in 2020 of the reversed 1969 decision that denied a 10% service connection. The rate in 2020 is $144, in1969 it was $23,do they adjust for inflation? The CFR states"for benefit purposes it will be AS IF the corrected decision was made on the date of the reversed decision".

Unfortuantely this is done "not" to benefit the Veteran.  You would get 23 dollars per month in 69, then it increases by Cola each year up to 144 in 2020.

Or, you can just use the retro calculator:

Hill and Ponton has one also.
