It is valid if its from the M21. It means that VA can only recoup disability severance pay based on what you were separated for in PEB/MEB. Thats the 'severance pay' disability. The 'non severance pay' disability is any other thing you are rated for.

What about this. I was combat arms and injured in combat training.

I don't see the USC that you were discharged under. I don't think there is enough information here to tell whether you have to pay it back or not. Looking at M21-1 severance pay it looks like we need to know what USC you were discharged under and/or your DD214 to see what it says.
