if you disagree w/our decision, here's what you can do..." does that mean the decision result is a denial?

IF ebenefits says 'letter mailed' then has the "...if you disagree w/our decision, here's what you can do..." does that mean the decision result is a denial? Or is this their common rubber stamp kind of thing they put all ebenefits before you receive the letter?
