It could go either way  they put that statement on every decision letter  win or lose.  you can disagree with them if you win or lose.  your choice

Just read your decision letter closely check out everything ,   especially the EED (EARLY EFFECTIVE DATE) and make sure the rating is the correct rating if you do win &.CHECK THE RATING CRITERIA FOR YOUR S.C. CONDITION/DISABILITY 

   if your denied  read their reasons and bases  on ''What We Decided''very carefully. and Appeal within one year of the decision.
