Arthritis in Knee

Question

Veteran has arthritis symptoms in the left knee (10%).

Thinks he deserves at least 20% rating.

Had a C&P exam in January and according to him knee was exhibiting swelling and stiffness. Very visible.

Wants to go to the BVA due to previous denials at regional office.

Is a waiting copy of C&P exam. He is betting C&P reflects status of knee at exam.

 

Does the BVA determine rating increases solely from C&P exam?

Fat I am assuming that he does all his health at the VA, so the deck is stacked. If he is right on the outcome, I'd get an IMO with specific findings on extension, etc. from a specialist. I would then submit a supplemental claim with the new evidence.
