Its hard to get excited about interpreting what ebenefits or VA.gov means, in no small part because both ebenefits and VA.gov are often out of date, inaccurate, or just plain wrong.  

However, since you are new I will venture a guess.  It probably means you will be getting a decision, soon, and "at least one" of your issues will be denied or only partially awarded.    (couldn't "FULLY grant" your appeal).  

I give similar advice to pretty much all questions on ebenefits/va.gov :  Wait for the envelope.  Exception:  

If you check the "letters" section in ebenefits you can sometimes get advance notice.  "Letters" is usually correct (or at least not overstated) because the VA doesnt want you running around with a letter from them that says you are "x percent disabled", when you are not.  Check the letters section.
