"I am pleased to announce the renaming of our program, which will become effective June 22, 2020. From that date forward, Vocational Rehabilitation and Employment Service will become known as Veteran Readiness and Employment Service. We will continue to abbreviate our program as VR&E.

 

The process of renaming the program began with a comprehensive Human-Centered Design (HCD) research effort to better understand the program’s strengths, weaknesses, pain points, and opportunities to increase program awareness and enhance the delivery of VR&E services. VR&E learned that confusion around the former program name, a general misunderstanding of the services provided, and stigma attached to the former name deterred some potential program participants from seeking Chapter 31 services. Our research indicated the new name and updated program brand highlighting Chapter 31 as a career/employment program will help mitigate confusion about program benefits, build greater awareness, and increase participation in the program.

 

VR&E maximized stakeholder engagement and incorporated feedback at the various stages of the HCD research process. The new name puts an emphasis on the Veteran and our mission to help them reach their employment goals, while moving away from the terms “vocational” and “rehabilitation” that were found to lead to misconceptions about the program. The rebranding strategy is built upon a foundation of internal and external data collection activities and information sessions that were held with Veterans, Servicemembers, VR&E employees, and Veterans Service Officers (VSOs)."

I may be wrong or off but this just seems to me that this is saying what I have been saying for years. It is that the VR&E program is trying to get veterans employable and if a veteran completes the program, VA can then re-evaluate the veterans' TDIU rating if the veteran has been rated TDIU.  In order to keep his/her TDIU rating a veteran would have to get a new disability statement from his/her physician that the veteran cannot work due to his/her service connected disabilities with his/her new skills and abilities.

Im not really sure what you are trying to convey here. 

Why wouldn't they potentially re-rate? If someone is TDIU and complete VRE, they are saying that they want to work, and are intending to work. VRE isn't so you can fulfill that lifelong dream of learning X,Y,Z for the heck of it. It's intended to get veterans unemployed. They can't re-evaluate you WHILE you are in VRE, but of course the COULD after, just like anything else. You are saying you can perform substantial gainful employment by completing the program. If thats not the case, then, yes, you would need a new statement of WHY you are unemployable due to your svc connected disabilities. Veterans have to volunteer to go into VRE so its not like its assigned to you and then you get re-rated or reduced. 

If a veteran improves and is re-rated and reduced, why is that bad? Thats the whole point of the ratings- that you are X disabled because of Y. If you improve over a sustained period of time you SHOULD be re-rated, and enjoy the fact that your condition has improved.

A veteran cannot be employable and unemployable at the same time. If a veteran is unemployable and completes the VR&E program would simply mean that the veteran overcame his/her disabilities and that would mean that the veteran disabilities are not as severe as was his/her last rating and a new rating should be requested to determine the severity of the veterans' disability.  The confusion was veterans were trying to use the VR&E like the GI BILL where the veteran thought he/she could use it to get an education but the VR&E program is different because it was set up to get veterans employable to go back to the work force.  Broken, I am just trying to make a point that VR&E is to prepare veterans for the work force and any/all veterans should be forewarned that completion of this program could cause a re-evaluation but some veterans think they can complete the program and keep their TDIU.  Even without getting and securing employment completion could still cause the re-evaluation but that does not mean that VA will reduce their rating.

Ahh, I see, although the regs for VRE state that a veteran cannot be re-evaluated during the program. They may unsuccessfully complete, or they may complete and then find they are still unemployable, but there isn't a trigger from VRE that says "Hey, re rate this guy". Unless we request it directly for something (like IU) VRE and VBA are totally separate systems. Unsuccessful completion of VRE is documented in the veterans VRE folder, but VBA doesn't know anything about a veteran participating in VRE unless we ask VRE. Successful completion, same thing. It doesn't trigger a re-rate or anything- the two are not connected.

The second link is from 2016 and no longer applicable. The first one is from 2017 and may or may not be wholly accurate either. 
 

in either case his misconceptions are his interpretations of things, and he’s a VRE lawyer so he has a vested interest in creating as many customers as possible.Which he does, by selling a book about “VRE SECRETS” that’s all publicly available information.  It’s not the first of his posts on his site that I’ve seen that is only partly accurate, not up to date,  or factually biased towards convincing a veteran they need to sue for every possible reason. His vre site on FB is the same.
