How to track 38 cfr and M21-1 Changes

How does everyone track the changes that are made to 38 CFR Book C, Schedule for Rating Disabilities and M21-1?  Just Wondering.

i get an email it tells me which have changed but not from what to what see below for example

This week we published changes to the following content in the M21-1, Adjudication Procedures Manual:  

• M21-1, Part III, Subpart ii, Chapter 3, Section C (III.ii.3.C)
• III.iii.5.E, and
• III.v.1.A.

Cfrs are only changed once a year. I think title 38 comes out in July of each year
