Is certified mail a good option if I cannot directly upload to the VA a document online?

Question

I am submitting a supplemental claim using form 20-0995 and cannot use their new document upload feature on VA dot gov due to a website failure. I don't want to trust regular US mail and my regional office is hundreds of miles away. 

Will certified mail work if I don't have an individual person's name to mail it to? Are there any other drawbacks or alternatives?

Send registered mail, return receipt requested to:

VA Evidenece Intake Center PO Box 4444, Janesville, Wi. 53547-4444

You can fax to: 844-531-7818. I would have a cover sheet with what you are submitting. the number of pages, etc. with your name and claim number on every page and number the pages so they don't get "misfiled."

Yes, certified is fine. Every thing right now is backdated to the post mark due to federal directive. Address is below.
