A fully developed claim means you provide all the documentation/evidence you want considered that isn't Federal stuff (like STR/VAMC records, DD214, etc- we get that anyway). If you send in something else during an FDC claim as more evidence, or you submit a new claim (that gets added to the currently running claim) then your claim is no longer FDC.
