1986-89 Vet Gulf of Aden and Oman Not 1990-91 ? Presumptives CFS etc

I have searched online for months trying to understand this whole difference between the years 1986-1989 and 190-91. I read everything and can nod my head yes to it all except those dates 1990-91.

I served during the Lybia  Campiagn April 1986 and then again Operation Earnest Will Gulf of Aden and Gulf of Sydra 1988-89.

Am I misunderstanding the real qualifiers for Gulf War Vet and Presumptive  Illness qualifiers.  I am thinking either my VSO is just not knowledgeable or the entire VA is living in some alternate reality.

I had all the same Vaccines and some of the same exposures to hazard of the food and drink during the deployments.

 

Any advice or anyone else had service dates in the region during the PRE war Campaigns that had success in the Claims process?

 

Not to mention snakes are telling me nothing yet regarding being stationed at what now are Super Fund Clean UP sites at Fort Ord CA and Hunters Point CA.
