EAJA:  

    Chances are good you can hire an attorney at no cost to you.  To do this, generally, you need a BVA denial (or lowball!).  Partial denials are ok, such as if you are denied for PTSD, but awarded SC for hearing loss, and arthritis.  

    Caution:  YOU DO NOT HAVE ONE year to appeal board decisions.  You need to start appealing immediately, so that you can file your appeal to the CAVC within 120 days.  (It takes time to hire an attorney, so dont wait 119 days. )

    Virtually all law firms who represent Veterans will discuss your denial with you and help you decide whether or not to appeal, at no charge for an initial consultation.  After discussing your case with your (potential attorney), you can decide if you want to be represented or not.

    No, your attorney does not have to be in your state, it can be handled over the phone, email, mail, etc.

Very good reference links.  Also others with great reputations for winning vet claims and setting court precedents in favor of vets are Ken Carpenter LLC, Hill and Knowleton, etc.   No one wins all the time but they have very good win records.

Also Dr. David Anaise MD, JD a long time veterans attorney who as a Doctor has been extremely helpful to me and other veterans for many years in appeals before the BVA and federal courts including CAVC.  He also does everything by phone, fax, email and slow mail.  I never had need to use him as an attorney but only for successful doctor's nexus opinion. Needs lots of copies from you of medical records, claim and other important items.
