Actually, it depends on your rating. If you are rated 90% TDIU then no but if you are rated 90% TDIU P & T, then yes. 

What is the difference? The difference is that VAMCs dental clinic have limited dental specialist, so they try to focus on P & T veterans so they may treat a TDIU veteran for emergencies but not on a regular basis. Also, when a veteran is awarded P & T the veteran is given a VA form 21-8760 in his/her packet that explain additional benefits whereas the veteran rated TDIU is not. I have seen a VAMC dental clinic deny treatment to a TDIU veteran because he was not P & T.

I have seen a VA dental clinic at a major hospital in Texas okay treatment for a vet who had no disability ratings but claimed he was "poor" in a financial way.  Seems to be up to the local head of each dental clinic as to what rules he or she chooses to follow.  I am glad I have been P&T TDIU and then P&T 100% for over 20 years or I would have been SOL or Xin Loy ** as was said all the time in Nam.
