  1. I am 80% disabled veteran who is currently in college. It has been over 12 years since I was awarded my service connected disability but I had my disability increased in 2013 from 50% to 80%. I was denied Voc Rehab for school since it has been over 12 years and that I didn't complain enough about my disability with my VA doc's . My councilor told me if I go to the VA doc twice to complain and have it documented that he would approve me into Voc Rehab. I am debating on requesting an administrative review and challenging my councilors decision. Not sure if I have a leg to stand on since it has been over 12 years, but my thought is that since my rating increased that their was enough evidence that my disabilities have increased over time. Any suggestions or advice would be appreciated.
