I was granted service connected by a va judge.It was for neck injury and neuropathy in both arms and shoulder.they sent me to a VA doctor to get a rating.He opined that
it was less likely as not that the injuries were service connected.Can this effect the outcome of my claim.Who takes precedence in this, A ruling or opinion.
