Va Automobile Allowance Question (Foot Drop)

I'm 100 percent service connected 30 percent of it is foot drop I can't move my foot at all I have AFO but I'm in a wheelchair now I applied for the car allowance it was denied I apeeled it and it stayed denied I even have a Nexus letter for my va doctor saying that I have NO use of my right foot I can't even get adapted equipment to put in my own car they denied me for that to
