Anyone have a good link or file which explains all the differnt SMCs so that even I can understand it? I am so confused

Great News!" thread, or go to http://ecfr.gpoaccess.gov/cgi/t/text/text-....65.142&idno=38 Just remember it is in Outline form from paragraph (a) to (i). Each section follows the authority of 38 USC 1114 sections (k) to (s) {Thus "K" awards down to "S" award.}
