Interesting Find In A Box Of Records

The other night I was going through a new box of my husband's records which just arrived from V.A. and I found a December 1988 letter V.A. had sent to him via General Delivery Rio Vista, California in December 1988. That letter stated that V.A. had denied his claim because his records did not show a permanent increase in disability. I was furious that V.A. did this. Where does it say in the rating schedule that the veteran has to show evidence of a PERMANENT increase in disability? The V.A. exam considered as evidence in that December 1988 decision was highly favorable to the veteran. More than a year after this he got 100% and had to appeal backwards on the basis of CUE in order to get an effective date of his 100% rating retroactive to an earlier date than the December 1988 decision referred to in the December 1988 letter.
