Ptsd And Sleep Apnea

Question

64 year old Vet, 70% PTSD, 60% Prostate cancer. Had recent sleep study. VA Doc wrote diagnosis for OSA and prescribed CPAP.

Submitted claim, was denied for no clear diagnosis for OSA. Found out later independent study interpreter wrote; test demonstrates moderate sleep disruption due to limb movements and upper airway resistence. REM sleep not achieved due to difficulty maintaining sleep. AHI .3 but RDI 12.4 and am being told VA uses AHI only and interpreter says RDI only used when a home sleep study is used. Does VA allow home sleep study and the RDI for rating? Thanks for any info.
