You will get more input here if you copy and past the WORD DOC here and direct your questions to all members.

Do you have a copy of your 201 military personnel file? It could contain evidence of a change in duty or work hours due to the TBI.

Have you googled the  man whose med recs you got by mistake.He surely lives in your state and uses the same VARO .Maybe your records are in his C file

With multiple buddy statements I am concerned they said they were not credible because it is often difficult for anyone to remember specific dates.However it is the eye witness account statements that hold the most weight.

Did you ever write home or tell anyone off the base, what happened?

Did this involve a police report?

Can you scan and attach here the actual denial (cover C file #,name, address prior to scanning)

Did the VA contact just one of the buddies or all of them?

I could only read the tif file and it is only one page....no Reasons and Bases....it is best not to put personal info here ....maybe you can delete, cover personal info and attach again...with reasons and Bases and the Evidence list
