How do I get my C-File. Do I send a INV 100 form ( Freedom Information) request to the Evidence Dept.

@RickyDee - I am not sure if you have already gotten the information you need, but the form is VA FORM 3288. I think you only need to use a FOIA request if the VA does not respond to your request for C-File using the VA FORM 3288.

Yes, please Google VA Form INV100. The steps are included and contact information. I tried the Fax number but it didn't work so I electronically (encrypted) sent and also mailed certified. I confirm receipt by calling 800-827-1000 select #7, I think. You should be good from there.
