I was diagnosed with PTSD in 2015 awared service connection in 2018. Ist claim put in forestall health ie PTSD was denied in 2004 and 2012 at time did not have diagnosis of PTSD I was misdiagnosed by the VA can I use a cue to get claim reopened back to 2004?

I am a Veteran who is zero percent for hypertension I also had a Vein inclusion in left eye a stroke in my eye and I'm blind I was denied secondary claim of blindness to Hypertension can Hypertension cause blindness a Vein inclusion in eye.

I am a 100 percent disabled Veterans 100 total and pemanent for PTSD and 30 percent for migranes 10 percent tinnitus 20 percent Skin and 20 for scars left military 1984....am I eligable for any care givers assistance with the VA ?
