I’m a newbie here. Folks seem to have good knowledge of UI and such. My question is: Does the excerpt below, from my C&P psyche exam fulfill criteria for UI?
Is it worded strong enough to get the job done? Thanks for your help.

features/traits). Axis III disorders: Diabetes, Hep. C, Hypertension, Chronic Obstructive
Pulmonary Disease, Hernias
Axis IV Unemployment; financial strain
Axis V (GAP score - current): 50
This complicated picture in terms of assessing employability issues is further complicated by his being a 2 time felon which generates significant challenges seeking employment. The combination of Bipolar Disorder, a history of Polysubstance Dependence, as well as Antisocial and Borderline features/traits, together generate severe occupational impairment. It would appear that the Bipolar Disorder is primary and the greatest contributor to the currnet GAP, but made more severe by the comorbid Substance Dependence and Axis II features/traits. Thus it is difficult to assess if the Bipolar Disorder is generating uneploymability, at the very least, it would seem evident that the veteran's rating should be increased. The VA's own Voc Rehab and Employment Services Program denied this veteran services due to: "history of bipolar disorder, anger issues, social withdraw, severe depression, episodes of manic behavior, and difficulty maintaining social relationships. The letter was dated 2/5/08.
Taken together, the Bipolar Disorder, History of Polysubstance Dependence (including legal problems and jail time), and Antisocial and Borderline features
traits, the veteran appears to be somewhere between total occupational and social impairment and severe occupational and social impairment in all areas.
Total occupational and social impairment due to Mental Disorder signs and symptoms.
Mental Disorder signs and symptoms result in deficiencies in most of the following areas: work, school, family relations, judgment, thinking, and mood.
His Mental Disorder symptoms require continuous medication.
