  1. Hello, Has anyone ever received a lump sum payment instead of a monthly payment? Anyone know what it is called? When I took one course I was paid a lump sum, but when I decided to take a second course during the course of my first course it caused VA to get confused. I receive a letter that I owed, even though I didn't. Before I knew about the debt, I called to find out where is the payment for my second course and was told since I take courses in California, I am in something called Western Clock(?), which is why I received a lump sum. After 17 days from that phone call, I receive the debt letter. 17 days after the debt letter, I was told I didn't owe and received a payment even though it wasn't a lump sum(at least I hope not because it's low). I believe I was put back on monthly payments for the second course. Of course I contacted the VA, but it always takes so long to get a response. On the phone I have to set up an appointment, online they sometimes don't answer, and sometimes I have to wait 17 days for some decision that doesn't even answer what I'm going through, though it may solve the problem. I want to know if anyone has any experience to receiving a lump sum and what it is called? Also anyone ever received a reimbursement for paying for tuition for taking a course in California? I received a reimbursement sometime ago, but my school and VA have no clue what I'm talking about when I ask them. There was a person at my school who knew and who was the person who told me about such a thing, but he left the school. I never got a chance to ask him what exactly it was called. Ever since that reimbursement, I never received a reimbursement again. I never received a letter about the lump sum and reimbursement. Thank you
  2. Is there a California law that states someone under Chapter 35 can get reimbursed for tuition? I know some states give you extra veteran benefits, such as when I attended a college in Louisiana, the VA paid my tuition and the monthly benefits. I have to ask because I attended a California University, and when I started my courses I was told by the Senior Admissions Advisor that whatever tuition I pay, the VA reimburses me. I paid my tuition in installments, and I was reimbursed for the first installment. I would now like to get reimbursed for the last installment, but I don't know how. I would also like to understand why I got reimbursed. From my understanding, the process initiated when the Director of Student Services certified me and sent my status to the VA. The thing is, she certified me for the full tuition, so I have no clue as to how the VA knew what amount to reimbursed me for, for the first installment. The Director of Student Services doesn't seem to know anything about this reimbursement, and the Senior Admissions Advisor I spoke to isn't at the school anymore. I have all the text of my conversations to the Senior Admissions Advisor and Director of Student Services. I need to know my facts before I contact the VA, so I won't get the usual "You only get the monthly benefits," reply. Any help is appreciated.
  3. I learned that Louisiana is paying. You can read about it at http://www.legis.state.la.us/lss/lss.asp?doc=85513. It seems only a few states offer it? Good thing I didn't move to Virginia because I think I would have to wait 5 years to get it.
  4. This is exactly the info I needed. This topic was a misunderstanding on my part. It's not the Certificate Of Eligibility I'm talking about, but the Fee Exemption Certificate. It seems only a few states offer it? If so, that's seems a bit wrong. It should be national. I guess it was a good thing I moved to Louisiana. The certificate has helped me greatly and I'm thankful for that.
  5. I never received a denial letter from the VA because I never applied for it my first year at college. My parents and I personally went and spoke to a man at a VA office by the college I went to. He did the paperwork for the certificate, but the first time I went to him to apply for it, he said I had to be in the state for two years, and thus didn't submit anything. Maybe I should of called the VA help line during that time. I don't know. My family and I were new to the education benefits. I know this was some time ago, but the situation always bugged me.
  6. Well, the overpayment is not related to the situation in this topic. I was just wondering why they would not pay my tuition at first, and why I had to live in Louisiana for two years before they gave me that certificate and paid my tuition. I would of just stayed in Texas, but I was under 18 and had to move with my parents to Louisiana. Is it not normal to get paid the monthly benefit and tuition at the same time? It's been happening for a few years, and they never questioned nor sent an overpayment letter about it. They personally pay the tuition, I don't get a check for it, and if I pay any of the tuition, they reimburse me for it. When I went to a University in Louisiana, at the start of each semester I was instructed to get a waiver on my tuition and then apply for the monthly benefits.

  8. Hello, I always wondered about this. I'm under chapter 35, go to school full time and have the Certificate of Eligibility which pays for my tuition. Before I started college, I was a resident of Texas, but when I started college I was becoming a resident of Louisiana. During the first year of college, the VA office I went to refused to give me the Certificate of Eligibility because they said I had to be a resident of Louisiana, which took two years to become. My parents were confused by this because they had friends whose children moved state to state and were still able to use the Certificate of Eligibility. Even now, I am a resident of Texas, but I go to a school in California; and VA pays my tution. The certificate states that I can use it anywhere in the U.S. During that time they did send me the monthly benefits, but why couldn't they pay for my tution? Did I have to be a resident of a state to initially get it and then use it wherever I please? Was that some kind of Louisiana VA rule?
  9. Hello, If you owe VA, can they take the amount you owe out of your future education checks instead of you paying them back? If you have past tution fees, can VA pay it and take it out of your future education checks?
